How do I set an digital joystick to a relative action

So, I am currently trying out the software with my 3Dconnexion for Cities Skyline for the camera movement, but the movements get jerky but should be solved by setting the button macro to repeat based on the axis value from neutral. By that I mean that if you use the X axis for the button X you create a x press action after that put a delay on (100-axis%)ms befor the release and then a second delay with axis% ms befor you repeat the actions

The movement when in digital joystick mode, such as is shown in the included Tutorial 14 profile, is the same as when you hold down a key on the keyboard. No need to put a delay and release the button as the button release is automatically released when you return the axis to neutral. We used to have it so you could put in your own delay, but the effect was even jerkier. The attached screenshot looks jerky due to the effects of it being a .gif.
