Help with emulating Mouse Scroll

Hey everyone,
might be a super silly question but I havn't found a solution yet. I would like to use my 3dconnexion SpaceNavigator for Affinity Photo the navigate while using a graphics tablet. To move up and down or left and right inside the Programms I need to have the ability to bind "LCTRL+MouseWheelUP/Down" and "LSHIFT+MouseWheelUP/Down".

Is this possible? Thanks in advance
