Possible to bind output fire rate relative to axis value?

I'd like to bind an axis of my joystick to output a key with a frequency relative to the amount pulled.

For example:

-Tx of -500 would output A every 1 second
-Tx of -5000 would output A every .1 seconds.

Is this possible?
